Residency is the beginning, not the answer
Data residency asks a single question: in which country do these bytes sit? It is a real question with a real answer, and organizations are right to ask it.
It is also, on its own, a weak form of sovereignty. Data can rest inside a country while the authority to act on it, the ability to change the rules governing it, and the record of what was done to it all sit somewhere else. A system can be entirely in-country and still leave an organization unable to say who authorized a decision.
What sovereignty additionally requires
Jurisdiction: which legal system governs the obligations attached to the information, and whose courts and regulators may compel its disclosure.
Authority: who may grant, narrow and withdraw the ability to act — and whether that control genuinely rests with the organization or with a supplier.
Policy: whether the rules can be set and changed by the accountable organization rather than inherited from a platform.
Provenance and evidence: whether the organization holds a record it can produce independently, rather than one it must request from someone else.
Continuity: whether authority and evidence survive a change of supplier, product or commercial relationship.
Why this matters for AI specifically
AI systems act. When they act on an organization's behalf, the organization is answerable for the outcome, whether or not it controlled the software that produced it.
Sovereignty in that setting is not a hosting decision. It is whether an organization can determine, constrain and evidence the behaviour of systems acting in its name — and whether it can still do so if a supplier relationship ends.
