What AskIan Core™ is
AskIan Core™ is infrastructure rather than an AI model, assistant or chatbot. It governs what systems and people are permitted to do, under whose authority, and with what evidence — it does not generate the work itself.
Most software answers a narrower question: is this user signed in, and does this account have this feature? Governance infrastructure answers a harder one. It asks whether this particular action, by this particular actor, in this particular context, is permitted right now — and it records enough for that answer to be examined later by someone who was not there.
That distinction matters more as systems act with less direct human involvement. When a person performs every step, the record of who decided what is implicit in their presence. When software acts on their behalf, that record has to be produced deliberately or it does not exist at all.
What it governs
Authority — whose mandate an action is taken under, which is not always the same as which account was signed in.
Permissions — what a given actor may do in a given context, separate from what a plan or product tier happens to include.
Policy — the rules that apply to an action at the moment it is attempted, rather than rules checked afterwards during a review.
Provenance — where something came from, who contributed to it, and what it is derived from.
Evidence — a durable record sufficient to answer questions after the fact, including questions nobody anticipated at the time.

Public-sector environments where jurisdiction, accountability and record-keeping obligations apply to software as much as to staff.
